उपरोक्त विषयान्वये सुचित करण्यात येते की , माहे एप्रिल 2023 ची सर्व प्राथमिक शाळांची देयके जिल्हा स्तरावरून Approve करण्यात आलेली आहेत.

Shalarth pay Bill May 2023 ज्या कर्मच्याऱ्यांना PRAN Number मिळालेले आहेत त्यांची माहे मे 2023 चे वेतनामधून नियमीत NPS कपात करण्यात यावी.
SShalarth pay Bill May 2023 जे NPS कर्मचारी या महिन्यात सेवानिवृत्त होत असतील त्यांचे NPS वर्गणी व शासनहिस्सा कपात करण्यात येऊ नये.
ज्या कर्मचाऱ्यांना अद्यापही PRAN Number मिळालेला नाही त्यांचे माहे मे 2023 चे वेतन मागविण्यात येऊ नये. यापुर्वी सुचना देऊनसुद्धा अद्यापही कर्मचाऱ्यांचे PRAN Number काढण्यात आलेले नाहीत. NPS कपात ही ऐच्छिक नसून अनिवार्य कपात आहे व सदर कपात करण्याची जबाबदारी संबंधीत आहरण व संवितरण अधिकारी यांची आहे. त्यामुळे या नंतर ज्या शाळेतील NPS कर्मचाऱ्याची NPS कपात वेतनामधून होणार नाही. त्या शाळेचे देयक जिल्हास्तरावर स्विकारले जाणार नाही याची नोंद घ्यावी. ज्या कर्मचाऱ्यांचे नियमीत वेतनामधून NPS /GPF यापैकी कुठलीच कपात होत नसेल , तर अशा बाबतीत यानंतर भविष्यात कोणताही पेचप्रसंग निर्माण झाल्यास त्यासाठी संबंधीत मुख्याध्यापक व गटशिक्षणाधिकारी यांचेवर जबाबदारी निश्चित करण्यात येईल.

▶हायस्कूल मुख्याध्यापक / गटशिक्षणाधिकारी यांनी Hard Copy प्रतिस्वाक्षरीस्तव पंचायत समिती स.ले.अ. यांना सादर करणे 17 मे 2023
DDO-2 ने शालार्थ प्रणालीतून देयक DDO-3 कडे फॉरवर्ड करणे 18 मे 2023
▶हायस्कूल मुख्याध्यापक / गटशिक्षणाधिकारी यांनी Hard Copy लेखा शाखा शिक्षण विभाग (प्राथमिक) येथे सादर करणे 19 मे 2023
मे 2023 चे देयक करतांना खालील बाबी प्राधान्याने कराव्या.
ज्या कर्मच्याऱ्यांना PRAN Number मिळालेले आहेत त्यांची माहे मे 2023 चे वेतनामधून नियमीत NPS कपात करण्यात यावी.
जे NPS कर्मचारी या महिन्यात सेवानिवृत्त होत असतील त्यांचे NPS वर्गणी व शासनहिस्सा कपात करण्यात येऊ नये.
ज्या कर्मचाऱ्यांना अद्यापही PRAN Number मिळालेला नाही त्यांचे माहे मे 2023 चे वेतन मागविण्यात येऊ नये. यापुर्वी सुचना देऊनसुद्धा अद्यापही कर्मचाऱ्यांचे PRAN Number काढण्यात आलेले नाहीत. NPS कपात ही ऐच्छिक नसून अनिवार्य कपात आहे व सदर कपात करण्याची जबाबदारी संबंधीत आहरण व संवितरण अधिकारी यांची आहे. त्यामुळे या नंतर ज्या शाळेतील NPS कर्मचाऱ्याची NPS कपात वेतनामधून होणार नाही. त्या शाळेचे देयक जिल्हास्तरावर स्विकारले जाणार नाही याची नोंद घ्यावी. ज्या कर्मचाऱ्यांचे नियमीत वेतनामधून NPS /GPF यापैकी कुठलीच कपात होत नसेल , तर अशा बाबतीत यानंतर भविष्यात कोणताही पेचप्रसंग निर्माण झाल्यास त्यासाठी संबंधीत मुख्याध्यापक व गटशिक्षणाधिकारी यांचेवर जबाबदारी निश्चित करण्यात येईल.
माहे मे 2023 पासून ज्या कर्मचाऱ्यांना वित्त विभाग जि.प. बुलडाणा कडून GPF क्रमांक मिळालेला नाही त्यांचे GPF कपात करण्यात येऊ नये.
माहे मे 2023 मध्ये ऑनलाईन जिल्हा बदलीने कार्यमुक्त होणाऱ्या सर्व शिक्षकांचे मे 2023 या संपुर्ण महिन्याचे वेतन हे बदली पुर्वीच्या शाळेवरूनच अदा करण्यात यावे.
शालार्थ प्रणालीमध्ये उन्हाळी सुटी या जिल्हा स्तरावरून नोंदविल्या असल्याने प्रत्येक शिक्षकांचा TA हा शुन्यच येणार आहे. प्रत्येक शिक्षकांचा TA हा शुन्य येत असलेबाबत खात्री करावी. नंतरच देयक फॉरवर्ड करावे. जर याबाबत काही तांत्रिक अडचण आल्यास जिल्हा समन्वयक यांचेशी संपर्क करावा.
Income Tax TDS कपात ही नियमाप्रमाणे कपात करण्यात यावी. (सन 2022-23 मध्ये कर्मचाऱ्यास पडलेला एकूण आयकर (TDS वजा जाता) / 10 याला 100 च्या पटीत ) अशा प्रकारे कपात करण्यात यावी. या कार्यालयाचे असे निदर्शनास आले आहे की बऱ्याच कर्मचाऱ्यांचे नियमानुसार TDS कपात न केल्याने फेब्रुवारी मध्ये वेतनापेक्षा जास्त आयकर भरावा लागतो यापुढे असे होणार नाही याची दक्षता घ्यावी.
देयक Forward केल्यानंतर एकाही शिक्षकांनी वेतन अदा होईपर्यंत आपले शाखा बदल करू नये याबाबत अधिनस्त सर्व शिक्षकांना आपले स्तरावरून सुचित करण्यात यावे.वारंवार सुचना देऊनसुद्धा शिक्षक आपले शाखा बदल करत आहेत व त्यामुळे वेतन जमा होण्यास अडचणी होत आहेत.
Non Government मधील Other Recovery या Tab चा उपयोग करण्यात येऊ नये. Other Recovery मधील सर्व कपाती या Other Deduction मध्ये टाकण्यात याव्या.
शालार्थ प्रणालीमध्ये झालेल्या नवीन बदलानुसार यानंतर BASIC, 7PCDA ,HRA,TA NPS ALLOW या व्यतीरीक्त सर्व Tab या बंद करण्यात आलेल्या आहेत. सन 2022-23 या आर्थिक वर्षामधील प्रलंबीत असलेले वेतन हे सन 2023-24 मध्ये शालार्थ प्रणालीमधून अदा करणे शक्य होणार नाही.
यानंतर कोणत्याही शिक्षकांचे प्रलंबीत वेतन Broken Period मधून विना पुर्व परवानगीने टाकण्यात येऊ नये. प्रलंबीत वेतन अदा करावयाचे असल्यास प्रथम गटशिक्षणाधिकारी / हायस्कूल मुख्याध्यापक यांचे स्वाक्षरीने जिल्हा कार्यालयास पत्र द्यावे व जिल्हा कार्यालयाने सदर बाबतीत परवानगी दिल्यानंतरच प्रलंबीत वेतन Broken Period मधून टाकण्यात यावे. यानंतर विनापरवानगी Broken Period असल्यास सदर देयक Reject करण्यात येईल.
Non Govt Deduction हे प्रणाली मध्ये कपात करावे. या महिन्यापासून Income Tax , Co-op Bank , Credit Society , Other Deduction , RD यामध्ये कपात करण्यात आलेली रक्कम एकत्रित करून गटशिक्षणाधिकारी / हायस्कूल मुख्याध्यापक यांचे खातेवर व निव्वळ रक्कम शिक्षकांचे खातेवर जिल्हा स्तरावरून वर्ग करण्यात येईल. Shalarth मधील Bank Account Number व IFSC Code बरोबर असल्याबाबत दक्षता घ्यावी.
Paybill Generate केल्यानंतर DDO 1 (मुख्याध्यापक ) यांनी Inner Page तपासूनच देयक फॉरवर्ड करावे.
सर्व बदल योग्य झालेबाबत व Net Amount लाल रंगात येणार नाही याची खात्री करूनच देयक फॉरवर्ड करावे. तसेच हार्ड कॉपी देयकासोबत Change Statement , Outer ,Inner , Aquittance . Bank Statement, महागाई भत्ता फरकाचे Statement व नियमीत देयकासोबत जोडावयाचे प्रमाणपत्र तसेच आयकर विवरणपत्र सही व शिक्यासह गटशिक्षणाधिकारी यांचे कार्यालयात 16 मे 2023 पर्यंत सादर करावे.
प्राथमिक शिक्षक यांचे DDO 2 (गटशिक्षणाधिकारी) यांचे लॉगीन ला आलेली ऑनलाईन देयकांचा Detail Abstract Report पंचायत समिती स्तरावर तयार असलेल्या मूळ देयकावरून ( Excel file ) तपासून तालुक्याचा लेखाशिर्षनिहाय संकलीत नमुना – 26 तयार करावा व वेतन फरकाचे विवरण तयार करावे. देयकाच्या हार्ड कॉपी मध्ये सर्वात वर वेतन फरकाचा नमुना , संकलीत नमुना – 26 , Detail Abstract Report ची प्रिंट, Bank Statement दिलेल्या फॉरमॅट मध्ये, GPF Shedule याप्रमाणे तयार करून पंचायत समिती स.ले.अ. यांची प्रतिस्वाक्षरीस्तव पंचायत समिती लेखा विभागास 17 मे 2023 पर्यंत सादर करावे. पंचायत समिती सहाय्यक लेखाधिकारी यांचे प्रतीस्वाक्षरीनंतर सर्व शाळांची DDO 2 (गटशिक्षणाधिकारी) यांचे लॉगीन ला आलेली ऑनलाईन देयके दिनांक 18 मे 2023 ला सायंकाळी 05.00 वाजेपर्यंत DDO 3 ( शिक्षणाधिकारी ) यांचे लॉगीन ला ऑनलाईन फॉरवर्ड करावी.
पंचायत समिती सहाय्यक लेखाधिकारी यांचे प्रतीस्वाक्षरीनंतर सर्व प्राथमिक शाळांची देयकांच्या हार्ड कॉपी दिनांक 19 मे 2023 ला लेखा शाखा , शिक्षण विभाग (प्राथमिक) , जिल्हा परीषद बुलडाणा येथे नियमीत देयकासोबत जोडावयाचे प्रमाणपत्र, वेतन फरकाचा तक्ता (नाव वाढविले असेल किंवा कमी केले असेल त्यांचे नावासह), संकलीत नमुना -26 , बँक यादी तसेच GPF Shedule, याप्रमाणे तसेच हायस्कूल बाबतीत नियमीत देयकासोबत जोडावयाचे प्रमाणपत्र, शालार्थ प्रणालीमधील change Statement , Outer ,Inner, Aquittance, Bank Statement याप्रमाणे गटशिक्षणाधिकारी यांचे प्रतीस्वाक्षरीसह सादर कराव्या.
दिनांक 19 मे 2023 ला ज्यांची स्वाक्षरीसह देयके जिल्हा स्तरावर प्राप्त होतील केवळ त्यांचीच देयके संकलीत करण्यात येतील. अनुदान कमी असल्याने प्रथम देयक सादर करणाऱ्या पंचायत समितीस प्राधान्य देण्यात येईल तसेच विलंबाने प्राप्त होणाऱ्या पं.समिती चे वेतनास विलंब झाल्यास त्याची सर्वस्वी जबाबदारी संबंधीत DDO- 1 व DDO- 2 यांची राहील.
